For those folks lurking that need more details. You do not have to spend the $15 on one order. I only bought $5 worth of chips and after punching in the Promo # it takes you to your paypal screen login. After completing the transaction like normal on ebay I opened up a new window and went to my paypal screen and it shows my normal balance and also a gift cert balance which was all correct. A free $8 means 3 free chips!! Might have to get those Circus roulette's sdchipper has got!!

So to recap you do need paypal, you do not have to spend all at once and it is legit.
