Jason, I have found that you can...

remove marker marks from a glossy surface back putting the original marks back into solution. This means...

Carefully take a marker and re-trace some of the original marking and immediately wipe the spot you just re-traced. Application of new marker will put the old marking back into solution (very, very briefly) and can be wiped off with a tissue. You must wipe off in a rolling motion and not just smear it around.

This has worked for me in other applications, but I have NOT tried it on PVC cards, so I cannot say it will work! Give it a shot on a glass window to see what I mean about putting the original marking back into solution.
