There have been exceptional delays on

international mail in both directions over the past 6 or 7 weeks.

1. The holiday season - typically up to a week backlog arises
2. The exceptional bad weather here, and US east coast (where all international deliveries land) - I believe your own receiving depots in New York were shut down for 5 days at one point - so up to another 5 days backlog at each end there
3. EVERY item passes through customs, and since the 'toner incident', the majority, if not all, items are screened/xrayed (theyve long given up stamping each item so you dont know that) - can add 3 to 5 days delay

Also seems that certain mail has been transported both ways by sea, to avoid some of the delays above. This can take 4 to 6 weeks total anyway. Its also clear that backlogs are not always processed in order

Consequently, items which I would usually expect to arrive in 7 days (maybe 10 in your case to the west coast) have taken up to 6 weeks.
