TCR Value ????

I was at a coin show this morning. A guy has a El Rancho $5 orange small key chip.

TCR code is N7318 and a value "S" or $300 - $349

My question is this. Below this listing is TCR code N7318.E and it has a * as for value. I read that means "no market". But knowing everything has a value does this * mean the chip is worth less because it is an error or it is junk and therefor no interest by collectors ? Or, is it worth so much more ther is not a value established ?

There are other listed such as the last listing on page 1. 49er Club V3631. This has a * and a V. *V Does this mean it is worth $450 - $499 but these is no interest in the chip

I am all confused and could use some help on this.

And on a side note. The chip above from the El Rancho. He is asking $400 but did come down to $275 if I wanted it. Then I look in James's book and it is listed at $125 - $175 - $225

That's a whole lot of differences.
$300 - $349
$125 - $225

What is a fair good price to pay for something like this ?
