"I have a Signed Barris Kustoms of the 50s CD 4-chip set. How does one tell if it is the 1997 or 2002 release? Based on what I paid for it, I assume it is a 2002 set as the 1997 set carries a much higher value in the US Casino Price Guide."

1997 issue have 'flat' finishes to the chips. 2002 are shiny finishes.

"Additionally, there was a small re-release (350 chips/each) of the Red Hot Chili Peppers, Sheryl Crow and ZZ Top in 2001. Are these any different from the chips originally released in 1995 & 1996? Do they carry a different value?"

These chips were part of the same original orders. They were the acts 'commissions' for the chips. They cashed the chips and took the cash instead grin Thats what usually happens - although a notable example when it didnt was Ozzy Osbourne, who not only took his payment in chips but also bought 50% of the Lola & Minnie chips for himself.
