I think in this economy people are not only looking for bargains like Steve pointed out but are more hesitant to spend money at all.
You will find that there are a lot more sellers than buyers.
Many good chips as I'm sure you know go unsold

Take a look, very few commemoratives are now being issued compared to a few years ago.
Prices on things like Hard Rock chips are only a fraction of what they were.
Dealers are even hesitant to buy mdse. at face.
