If an older matchbook is missing any matches I remove them all and save just the cover. If the book is intact I leave it that way. New books where I have many I will remove the matches and put the cover in my binder, but save the other complete booksd.
Last Nov. I brought back from Las Vegas 13 complete books in my carry on without any problems
