If they are JPG format, you will need some graphics editing program. Photoshop is fine. Just create a new layer and put your replacement text over the page numbers using "Text". "Flatten" the image to merge the background and new layer and save it as a new JPG. You can't just edit text that is part a a JPG file; you have to overlay it as above with new text.
