Odd MGM Chip on Ebay. Fake?

This one looks to me like it may be a $25 inlay on another chip. Sure does look like glue residue.

Any opinions?

Its real, it is a prototype.
Do they all appear to be poorly glued?
They vary. Some have completely unfinished edges
