Mat, the experts will be able to confirm for sure but I am not aware of any other company releasing RHC chips to casinos. While unusual it just appears that the inaly covers the entire chip (with part of the inlays being clear). I gather the process was the put the inlay on the chip & trim the excess from the edges at the same time.

I would be very surprised if these weren't Paulsons.
