I think it will be tough, though, because I think each jurisdiction issued their own licenses...nothing statewide, that I'm aware of. (But I could be wrong).

For example, the Northern Club was the first Las Vegas license issued (If I remember right, the Rainbow Club, Las Vegas Club, Boulder Club and Railroad Pass were also among the first seven Clark County licenses).

The Owl Club in Reno, according to Dwayne Kling, "...was the first location in Nevada to be granted a gaming license when gaming became legal in 1931." Again, according to Dwayne Kling, the Bank Club in Reno (originally licensed as the Bank Palace Club) was the second license issued.
