Using some PhotoShop magic...
In Response To: Variation question ()

I would contend that the two chips shown are variations.

Here again is the scan, as presented by John Zoesch:

Using the above scan, I circle cropped a close-up of both inlays, leaving a little bit of chip outside the inlays, and then lightened one inlay and then over-lapped the two images as shown below. In this first doctored scan, I alinged the left edges of both inlays (at "A" arrow) and you can see that one inlay is larger than the other at "B" arrow. (The light blue cresent shows the size difference between the two inlays.)

In the scan below, you can see where I have shifted the over-lay image so that the wording "LAS VEGAS, NV" on both inlays is aligned as best as possible. In doing so, they do not match, and all other inlay details are off, even the denomination that was printed to the inlays at the same time as the City/State.

The below image tries to get the best alignment of the two denominations.

And this final image (below) shows the best alignment of the word "CASINO".

Again, based on the above images, I would contend that both chips are variations. However, there is also one other possible explanation. Under the pressure exerted in the compression process of chip manufacturing (affixing inlays) one of these inlays may have been deformed (stretched) thereby causing the noted mis-alignments.
