Melting US pennies has been illegal since 2006

Fine of up to $10,000. Also can't melt nickels. Also can't export quantities of pennies and nickels.

Best to stick to silver and gold if you want to benefit from commodity price increases. It was illegal to melt silver coins in the sixties, but I don't think there's any regulation on it now since nobody uses them to buy things with anymore.
