Baja California attribution (maybe)

Chris Bolton sent me this email:

...chips are from the ABW club in Mexicali. This club was operated by Marvin Allen, Frank B. Byeer and Carl Withington. This club operated between 1913 and 1934. Carl Withngton was the main guy of this trio, so maybe his initial went in the middle???? Withington, I believe died around 1926.

I found this:

The cornerstone property for the Beyer and his fellow “vice concessionaires” would be the Owl, but their interests also included casinos in the Mexican border towns of Tijuana and Los Algodones. In Tijuana, the ABW realm controlled the gambling clubs of Monte Carlo, the Tivoli Bar, the Foreign Club and horse racing at the Jockey Club

Chips were delivered in 1924. Can anyone verify this??
