The extra icon was likely created as a newspaper style heading or headline. As in "EXTRA, EXTRA, READ ALL ABOUT IT" to relay that your "extra" post is new news or developments on prior stories.

The look of the icon itself is made to look like a news paper with the lines being newsprint.
