Well, yes and no. To the government no, to anyone else yes. The reason gets back to rarity. There are only just so many uncut sets made and they have special serial numbers. Plus, they are sold from the BEP at a high premium to begin with and never avalilable from a bank as circulating money. Many "Error" notes that have been supposedly mis-cut at the BEP have the uncut serial numbers, revealing they were fake error notes.

Now forget bricks, straps, and sheets and think........ LIKE A ROOM FULL!
