In many places, you pay a cover charge and get a few drinks. Some places will give you tokens to turn in for those drinks. Any drinks beyond those included with admission, you pay for. Perhaps, some bingo hall charged admission but gave a few tokens with admission that you would use to purchase bingo cards. Just pure speculation.
