Sands, LV, $500 chip -- a Borland commemorative?

Hello -- Anyone know who made the Sands chip pictured below (at lower right)? I recently bought this group of chips, which were all advertised as Borland's. All have the Nevada-Nevada mold design and a pair of years on them. But I always thought there only 10 casinos that were Borland commemoratives, and those 10 did not include the Sands. I couldn't find the Sands chip in the old Book Rack book. The second date on the chip is 1996, the year it was destroyed. Borland was dead by that year?
