Carl Icahn has offered about $150 million for it, which might sound ridiculously low, but I've seen estimates that it will take at least another $1 billion to finish it. If anyone could pull it off, it'd be Icahn, so we'll have to wait and see what happens. The north end of the strip sure could use a boost like the F'nBlue

As to City Center, it was built with the idea that many of the suites would be sold as condos. That was before the economy and the housing market tanked. IMO, there isn't enough of a customer base for upscale rooms at upscale prices at a property that has three very large hotels and only one casino. Original residency estimates (people buying condos) won't happen anytime soon, and the one casino can't possibly generate enough revenue to recover the investment made to build the complex.
