One would be where for some reason the casino decided not to use the chips and all were cancelled. In this case uncancelled chips would not exist. The other would be where a casino changed racks and cancelled all of the old ones they had, in which case uncancelled examples would exist because collectors like us would have removed them from the casino; or people just neglected to cash them in or took them as souvenirs.
