Not from what I've read Barry. None of the photos of the project show any part of the complex as being partially completed. It will open in stages, but the only thing I've read that has been scaled back are the prices of the condos. Those prices have been cut by 30%, done so retro-actively for folks who had already commited to buying at the original prices.
