These chips are definitely from Sweden. The chips were originally procured by a chiptalk user "Fet*shGirl" who was friends with some casino executives there. They made a deal that got her the full rack (15k if I remember right) so long as they were sold outside of sweden. Chiptalk user "Wilson" then purchased the lot of them and sold them in racks and sample sets to the masses. I too was curious how they were used and confirmation came back that they were indeed roulettes.

These aren't the only chips that Fet*shGirl procured. Casino Invest, Engdahls, Huset, and some Abiatti Cherry chips hit the market as well (I feel like I'm forgetting some too).
