the circles are ejector pin marks that are used to eject a plastic part out of a plastic injection mold.

The two halves of the mold close and plastic is squeezed into the mold under high pressure. the part cools and then the mold opens. the part sticks in the half opposite the nozzle and then the ejector pins push the part out of the mold into a parts bin.
