"Jim, I saw your post on the sample chips that you got from the G2E show, there was a GPI Shuffle Master snapper similar to the scans shown below. I checked the blue light and saw that one of them have a pink insert. On the same pink insert there is light blue. I wonder if you notice it. I took a picture, a blue light shot and scanner shot.
In the scanned chip it shows only a bigger area of the pink - the light blue does not show, similarly my Intel Camera eye does not show because it has a very low resolution, but the light blue insert can be seen very clearly with the naked eye.

I have one extra of the Shuffle Master which does not have the "light blue", so find out if you need one I can send you the chip.

In the scan below it is the chip on the left which has the light blue. I am not sure if Chuck Mades has it, we more closely work together on the snapper.

My answer...

In looking at these chips under a high intesity black light I could see what you are referring to and this is my explanation. The orange insert used on these chips is very UV reactive and "glows" through the paper or vinyl inlay. Note that the inserts for this chip are actually "vee" inserts and when the tip of the orange insert is illuminated with a UV light, it shows blue through the inlay and with a lesser intensity than the rest of the insert, which glows pinkish.

Now I have a mix of the chips from last year's G2E and this year's G2E, but I have NOT tried to keep them separated, and I note that this "show through" is not present on every chip. This must be because the inlay has a greater density on only some chips, but I don't now if this is a difference between this year's release and last year's release.

Lastly, I have 2 examples of this chip from the prior G2E where there is a "GPI" inlay instead of the "25th Anniversary" inlay and they both exhibit the same "show through" in blue.
