Toby, nothing too much new here, but...

the rotary chip holder, if ornate could have value greater than the chips. But not likely, but it never hurts to post a picture here as this site is full of well informed individuals on this subject, much more than myself. (I just happen to hang out here a little bit more.)

If you spend some time there you will see similar styled "engraved" chips from around 1905 or later. As for manufacturer, I do not know, but perhaps someone here has access to Seymour's guide.

Lastly, the ccgtcc website is a great resource, there is not much there in the way of "antique" poker chiops and for sale posts on the Message Board are not allowed. This Message Board has a greater readership and is probably 100% inclusive of the readers there and buying/selling is permitted here.
