BPOE 672 Pasadena CA: "2-1/2" What is that?

Rummaging through some old chips, I came up with about 10 of these monarch mold, hot-stamped Elks Club chips. Don't even recall where/when I got them. Says "Pasadena BPOE 672" with "2-1/2" in the center. Why 2-1/2? Cents or dollars? Used for a pay-off, ante, dealer's rake?
