If you want to get a credit for the original final value fee, you have to wait until the dispute is "resolved." If you do not hear from the buyer, the earliest you can close (resolve) the dispute is on the 8th day after you opened the dispute. Then you can mark the check-off box that says "I have no option but to close this dispute and seek credit for final value fees; buyer will receive a strike" (or words to that effect). You then have an option to relist the item. Only through this method can you guarantee that you will not have two buyers (one old and one new) for the same item.
