Then on the page that comes up, I click the "opt out" link in that sentence.

That puts me on a page that I can use to give the results of the old eBay search engine.

(Note, a lot of people are/were complaining about the new eBay search engine that was being forced on users. eBay may have fixed/improved it by now.)
