On the last day, at midnight, before Congress adjourned for the 2006 elections the Safe Port Act codified into law a number of programs to improve security of US ports. Attached to this act was UIGEA. Title VIII of the Act is also know as the Unlawful Internet Gambling Enforcement Act of 2006. It prohibits the transfer of funds from a financial institution to an Internet gambling site, with the exceptions of fantasy sports, online lotteries and horse/harness racing.
The UIGEA was added and passed September 30. 2006. Due to H. Res 1064, the reading of this conference report was waived. The people most responsible for this attachment were Jim Leach, Robert Goodlatte, Bill Frist and John Kyl (AZ). Kyl and McCain are my Senators and one does not act without the others approval. Both have strong ties to AZ Indian Gaming and Las Vegas casinos.
In April 2007, Barney Frank introduced a bill to overturn the gambling aspects of the Act. This bill would also set up a framework for taxing and regulating online gaming by individuals in the USA.
