I believe any club member in good standing should be able to vote on an OTY award without having to nominate one first. I also believe to change or not change this shouldnt just be left up to the board members, but a vote by all club members.

I would add that the membership should be able to vote on the Hall of Fame nominees. The way I understand it, at present the nominations are made by the BOD and existing HOF members, who also do the voting. I'd like to see the members in good standing included in the voting part of the process.
