The ordinance that was passed in A.C. (and now postponed one year) was originally intended to protect the dealers health from being continuously exposed to smoke from customers during their 8 hour shift.

Now that the economics have changed so dramatically, the issue is economics over health issue with the union having sold out it's membership.
