Probably a troll.

Casinos make money off selling $5 chips. They also make money off something more than just gambling: "hospitality." Even if a particular casino has rules about selling chips from the cage (and there sure seem to be a lot of those rules here in the Midwest), it costs casino workers nothing to be friendly as they explain the rules. And as you pointed out, sometimes there's a tip involved.
