If they did, then they would make enough to give out to their Asian customers AND have some for regular chip collectors. One of these days I will make a post detailing all of the problems the Harrah's properties have caused collectors & chip dealers over the years. The sad part is that if they would just listen & change a few simple things then everyone would be happy. They chose not to though.
