The Monument is Dr. Jose Rizal Monument in Manila Pilippines. It was built by Swiss sculptor named Richard Kissling.
Out of 3 series, the second was issued in 1, 5, 10, and 100 Peso only. All have the Rizal monument vignette

ALSO, those are 100 pesos and they usually sell for a little more than a buck, more like $1.50~$2.00. The higher denominations were not kept like the smaller ones (reason they fetch a little more).
