You said it yourself... It is still a great deal for the chip. Sketchy on his part but he may have had 3 or 4 of them and as David said, he was just too lazy to take another pic. He is offering you your money back, so you have an out and he is doing the right thing by offering the refund. Who knows he may not even have a camera and just took someone eles's scan or picture (which still is not ethical). If you got a good deal be happy, don't worry that it wasn't the deal of the century.
