Most post offices will not let a #000 padded mailer go for first class letter rates anymore. Plus, a #000 padded mailer is over 1/4" thick which kicks it up. Sometimes an envelope that goes through intially at the first class letter rate is stamped "postage due" on the recipient's end ... or is returned to sender for additional postage.
