Hers is a chip I recently acquired that is a match to your two overstamped VC or CV chips. Mine was overstamped on a "T" same style as yours. The chip had an attribution of "possible Tommy's Victory Club" in Carson City, NV, since it was found with some other chips from Carson City.
I GUESS THAT ATTRIBUTION WILL HAVE TO BE CORRECTED !!! It seems there might be a lot of different generic letter chips overstamped with the same intertwined VC or CV.
