They can better apply their resources to running the games, which have a MUCH higher return! Selling pieces of plastic for 25c that cost them $2 is not a good use of resources. True, there are many marketing gimmicks that involve give-aways of low priced items. That comes out of the marketing budget, and is justified by increasing the participation of gamblers over the long haul.
