I have sent out over 100 packages since May and none have been damaged. Now would I send out expensive chip this way, NO. Yes they are hard to open and I have received many this way too , but I also have had chips just put into a bubble wrap and fall out. It all depends on the sender and the cost of the mailing. Here I would never be able to do much trading if I had to use the bubble wrap. Everything is $1.13 and up. Like others have said the postage has been different in all towns and cities. Everyone to their own liking and what they can afford. I also have gotten chips in evelopes with just paper too. Sorry you have had such difficulties with the cardboard. Has saved me tons of money. I'm also willing to back up anything that is damaged.
