If I had to guess, I would say that they were used in poker games. If the place was a gambling casino I would think that there would be denominations like the Floridians. I think of the Cpr chips as used in a similar way to the way the Dallas CC chips were used.

Obviously its a guess. But the date of 1923, the delivery location of San Juan and the fact that they were the highest quality poker chips that could be purchase all point to a high class operations that opened in that time period.

If someone could verify when the place opened that might help. Obviously if it opened in 1924 or later, I'm wrong.
