PayPal procedure

Fred - log in to PayPal, and click "security center" in the uopper right corner. It will take you to a page that has a list of problems - the left column will have a link for "file a transaction dispute."

You should also file a dispute with eBay. Some people think this is unnecessary because PayPal does all the work, but it's like filing a police report before you can file an insurance claim. The cops don't really look for your stuff, but the insurance company looks for the claim as verification of the loss.

If you used a credit card, you must dispute it in writing - not on phone - so if you talk by phone, also follow up with a letter or other writing. And if you used a credit card, file a dispute with the card company. Technically the federal law does not protect purchases under $50, but most credit card companies offer the protection to their customers anyway.

MAke sure you provide all the e-mails so PayPal and eBay know this is a pattern of deceit and he shows no remorse.
