Windsor commemorative coins

Does anyone have definitive info about these? They honor Casino Windsor - "Ontario's First Casino" - and the Northern Belle - "Canada's First Riverboat Casino" (a quick aside - the Northern Belle floated, but it disn't sail).

Each is about the size of a loonie, and carries an expiration date.

I picked these up at the Windsor Coin Show last year. I suspect - but don't know - that they were commemorative tokens for use at participating merchants. Many cities across Canada issue such coins. Those coins are generally worth a dollar (these are $2), and they are usually the size of an old silver dollar (these are smaller - the size of current US & Canadian dollar coins).

I don't think these were issued by the casinos because (1) they don't bear official casino logos; (2) they don't indicate that they're for gaming use; and (3) they bear expiration dates.

Any thoughts?
