Question regarding chip distributor

In an earlier post I mentioned that The black inlay chip below was delivered by USPC to E.M. O'Neil & Co., Chicago, IL in 1936 while the pink inlay was delivered to E.M. O'Neil & Co., Detroit, MI in 1938.

Question: Did O'Neil operate in Chicago and Detroit at the same time or did they close their Chicago office and open up in Detroit. If the answer is the latter then the pinks were, most likely, a reorder. If the answer is the former then they may be separate orders for different customers (which I doubt is the case)
