I know Max Baer Jr. has been trying to build such a property somewhere in NW Nevada for quite a few years. I say, why not? If he does it right (reasonable room rates, decent gaming and good food), it'll be a success. I'd sure check it out.

I can't see a downside to approving his project, unless there would be some city or county commitments to non-reimbursed infrastructure expenditures, such as utilities upgrades or new road construction. If that's the case, perhaps requiring a bond posting could make all parties involved feel at ease in going forward with the project. I did check out the link you provided to Max's site, and on its face, it looks like good business proposal.
