If a comissh is the big sticking point, there are several sites out there that'll be the commish for a league. Of course they are all pay sites (mostly nominal amounts of $20 or so) but they offer private leagues (password protected) so that it will only be chipper members.

I have 2 teams with Antsports (one trophy at $15 and one money at $50) that are independent commish sites. Limited content but everything is set up and done for you by the commish. Draft is e-mail with 12 hours to make pick and everything else is done for you by the site.

I have another new team with Quest Fantasy Football. This being the first year, I can't vouch for the site but it looks professional/impressive so far.

I have an ESPN league that provides live draft and content, for a fee, but this needs a commish.

Big things is the draft. People have to commit to the date and stick to it.
