C&J versus Pauslon

According to Robert Eisenstadt, the edge spots on a hat and cane are a dead-giveaway to whether the chip is a C&J or a Paulson:

Yet, according to this site (page 9), the chips produced for the Georgian's Casino in Sacramento were C&J's: http://cashcoinconnection.com/USACAC/G.pdf

The edge spots on the chips pictured above and the ones pictured below from my collection aren't concave, the way Robert Eisenstadt describes C&J edgespots, though the time frame of the casino's opening (1963) suggests it should be C&J (1955-1965), as opposed to Paulson. These edge spots are the convex, fuzzy and irregular lines that Eisenstadt says are a hallmark of the Paulson chips.

Is it possible that when Georgian opened, it purchased C&J chips, but when Pauslon started using that hat and cane mold in 1964/1965, it re-stocked the card room with Paulson chips?
