With the greatest of respect for your well known chip expertise, I think you need to look more closely at the chips, assuming we are looking at the chips in the 4th column of the first scan, which is the column that was stated to be the InPlays.

If you look at the logo closely you can see that it is not a top hat and cane but is a brandy snifter with a cigar across it. It looks a lot like the top hat and cane but it is another mold made by the Blue Chip Company for the vendor Sidepot.
