Ellen, I'm sure that others can weigh-in...

on this, but categorizing it as a cancelled or over-printed chip is probably what it is, but does not explain the "why".

Here are some over-printed Hilton Caribe chips. The process does the same thing as a hot-stamp cancellation. But because of the added labor, what justifies the over-print versus just destroying the chips?

Dick, since the Chipco printing process...
I have the same chip Ellen & always wondered.
Chipco calls it a SAMPLE
They are still 'floorsweepings'
