Unusual to find a voucher for odd amounts (the track usually rounds down to closest 10 cents). But I found this one on closing day for 3 cents, probably due to an odd amount bet like $5. These vouchers are used to make racing bets from a self serve machine. Its almost like a TITO. Santa Anita has no gaming other than the horse races.
