No, it is not a foregone conclusion. Only the ten most nominated chips, tokens, etc make the final OTY ballot. All the nominators then vote for their choices from among the ten for the OTY in each category. Each voter gets to pick up to 3 (if I remember correctly) of the 10 in each category. Any item nominated that does not make the final 10 is not eligble to receive votes.
